The updated guidance fundamentally restructures the Joint Requirements process by eliminating JROC validation of Service- and component-level requirements and refocusing the JROC on Joint Force Development (JFD), Joint Capability Integration (JCI), and Combatant Command (CCMD) requirements, aligned to Joint Operating Plans (JOPs) and informed by Capability Portfolio Management (CPM). Based on initial review, these changes are expected to have major impacts across the requirements portion of the MPM.
