It outlines the four phases—Planning, Programming, Budgeting, and Execution—used to align resources with national defense objectives. This revised DOT&E T&E Enterprise Guidebook, referenced in MPM Section 1.4.5.1, clarifies and details procedures to fulfill the intent of T&E policies in DoDI 5000.89.  This version emphasizes the following: Active early engagement of T&E professionals in acquisition planning and contract development.
