The Driving Force: A Comprehensive FAR Overhaul<\/strong><\/p>\n\n\n\n

Triggered by the President\u2019s Executive Order, Restoring Common Sense to Federal Procurement<\/em>, the federal government is currently executing its first-ever comprehensive overhaul of the Federal Acquisition Regulation (FAR).<\/p>\n\n\n\n

As part of this initiative, the Defense Pricing, Contracting and Acquisition Policy (DPCAP) initiated the release of the Department’s first RFO Phase 1 class deviations beginning December 19, 2025. By March 6, 2026, DPCAP had released the final group of these initial adjustments, resulting in a total of 31 class deviations to the FAR and Defense FAR Supplement (DFARS) codified text, collectively referred to as RFO\/R-DFARS.<\/p>\n\n\n\n

Air Force Implementation and the ‘DAF Contracting Compass’<\/strong><\/p>\n\n\n\n

In direct response to these federal changes, the DAF issued Contract Policy Memo 26-c-13. This memorandum directed the official adoption of the revised RFO\/R-DFARS parts across the service, effective March 18, 2026.<\/p>\n\n\n\n

The most significant structural change for DAF acquisition professionals is the retirement of the Department of the Air Force FAR Supplement (DAFFARS).
