Recent changes to Joint-level guidance fundamentally restructure the Joint Requirements process. The updated direction eliminates JROC validation of Service- and component-level requirements and refocuses the JROC on Joint Force Development (JFD), Joint Capability Integration (JCI), and Combatant Command (CCMD) requirements. This refocusing aligns requirements more directly to Joint Operating Plans (JOPs) and is informed by Capability Portfolio Management (CPM).

This shift represents a significant evolution in how requirements are reviewed, validated, and integrated at the Joint level. By narrowing JROC oversight to Joint and CCMD priorities, the revised framework places greater emphasis on Service-level responsibility while strengthening alignment to joint warfighting outcomes and portfolio-based capability management.

Based on our initial review, these changes are expected to have major impacts across the requirements portion of the Modernization Process Model (MPM). Updates will be necessary to ensure alignment with the revised Joint construct and associated processes.

We anticipate implementing corresponding MPM updates no later than the first week of March to maintain alignment with the new Joint guidance.

In addition to these substantive updates, we have also made an administrative change to ensure internal consistency and accuracy within the MPM documentation.
