Modernization Process Model Updated to Version 2026.08.05

The SAF/AQXP Strategic Change Management team updated the Modernization Process Model (MPM) to Version 2026.08.05. This release contains only administrative changes that improve document quality and organization. There are no changes to the process, methodology, guidance, roles, or required activities contained within the model. Version 2026.08.05 ensures the Modernization Process Model remains current and well maintained while preserving the existing guidance.

MPM Update: New Cyber Developmental Test & Evaluation Process Added

The Modernization Process Model (MPM) has been enhanced with the addition of 1.4.5.1.5.1 – Conduct Cyber Developmental Test and Evaluation (DT&E) and supporting subprocess 1.4.5.1.5.1.1. Aligned with the Cyber DT&E Iterative Process described in DoWM 5000.103, this new content provides a structured framework for planning, preparing, executing, evaluating, and reporting cybersecurity testing activities throughout the system lifecycle. The process flow illustrates how Cyber Working Groups (CyWGs), threat assessments, attack surface characterization, criticality analysis, Mission-Based Cyber Risk Assessments (MBCRAs), and mission-focused testing activities work together to identify vulnerabilities, assess cyber resilience, and support risk-informed decision making. Modernization Process Model (MPM) Version 26.03.20 delivers a significant update that aligns the model with current requirements guidance and evolving processes. It replaces the legacy JCIDS construct with the Joint Force Requirements Process (JFRP), aligning the model with CJCSM 5123.01 and CJCSI 5123.01J.
