Interim Air Force Requirements Process Guidance Effective Immediately

The Department of the Air Force has issued the Interim Air Force Guidance for Requirements Process, establishing a new Air Force requirements framework and governance structure pending publication of updated AFPD 10-6, AFI 10-601, and the AF A5/7 Capability Development Guidebooks. This guidance replaces portions of the legacy Joint Capabilities Integration and Development System (JCIDS) process with a more agile and collaborative capability development approach. The Strategic Change Management (SCM) team is currently reviewing the interim guidance to assess its impact on the Modernization Process Model (MPM). Class Deviation 2026-O0025, Revision 2—Revolutionary Federal Acquisition Regulation (FAR) Overhaul Part 40, Defense FAR Supplement (DFARS) Part 240

Effective immediately, this revised class deviation temporarily waives the prohibition at 10 U.S.C. 4663 for Alibaba Group Holding Limited and Alibaba Group (U.S.), on contracting with an entity, a parent company of such entity, or a subsidiary of such entity that is a party to a contract with an entity that engages in “lobbying activities”. Alibaba Group Holding Limited and Alibaba Group (U.S.) are exempt from treatment as a Chinese military company for purposes of 10 U.S.C. 4663 only.
