New Acquisition Leadership and Portfolio Integration Memorandums

Three new SAF/AQ memorandums provide updated direction for acquisition leadership, capability development, and portfolio integration across the Air Force Acquisition Enterprise. The Acquisition Delegation for IDO Director memorandum transfers the former Capability Development Executive Officer responsibilities to the Integrated Development Office Director and delegates authorities comparable to a Portfolio Acquisition Executive. The Integrating Portfolio Acquisition Executive Roles, Responsibilities, and Authorities memorandum establishes the roles, responsibilities, relationships, and technical authorities of iPAEs and their interaction with the Service Acquisition Executive, PAEs, the IDO, and other acquisition organizations. New Automated Monitoring for Policy and Publication Update

The SAF/AQXP Strategic Change Management (SCM) team has implemented scheduled monitoring to help identify changes to key acquisition policies, publications, and guidance that may affect the Modernization Process Model (MPM). These automated checks routinely review designated sources for newly published, rescinded, or updated information. Scheduled monitoring allows the SCM team to identify relevant changes more quickly and supports timely review and incorporation of applicable updates into the MPM. The team will continue to evaluate identified changes before updating MPM content.

The SAF/AQXP Strategic Change Management (SCM) lead has published a new DAF Modernization Process Model (MPM) Executive White Paper. The paper provides a high-level overview of the MPM and explains how it serves as the Department of the Air Force enterprise process reference and workforce enablement capability for understanding, navigating, and executing the modernization lifecycle. The Executive White Paper highlights the MPM’s role in connecting modernization activities with current policy, roles, decision points, training, templates, tools, and other resources. Interim Air Force Requirements Process Guidance Effective Immediately

The Department of the Air Force has issued the Interim Air Force Guidance for Requirements Process, establishing a new Air Force requirements framework and governance structure pending publication of updated AFPD 10-6, AFI 10-601, and the AF A5/7 Capability Development Guidebooks. This guidance replaces portions of the legacy Joint Capabilities Integration and Development System (JCIDS) process with a more agile and collaborative capability development approach. The Strategic Change Management (SCM) team is currently reviewing the interim guidance to assess its impact on the Modernization Process Model (MPM).
