The SAF/AQXP SCM Team has updated the Modernization Process Model (MPM) to align with the recently released DAFI 65-601, Volume 1, Budget Guidance and Procedures, published on 6 May 2026. This update ensures the MPM remains current with Department of the Air Force budget guidance and continues to provide an accurate representation of the processes, governance, and resource management activities that support modernization efforts. MPM Update: New Cyber Developmental Test & Evaluation Process Added

The Modernization Process Model (MPM) has been enhanced with the addition of 1.4.5.1.5.1 – Conduct Cyber Developmental Test and Evaluation (DT&E) and supporting subprocess 1.4.5.1.5.1.1. Aligned with the Cyber DT&E Iterative Process described in DoWM 5000.103, this new content provides a structured framework for planning, preparing, executing, evaluating, and reporting cybersecurity testing activities throughout the system lifecycle. The process flow illustrates how Cyber Working Groups (CyWGs), threat assessments, attack surface characterization, criticality analysis, Mission-Based Cyber Risk Assessments (MBCRAs), and mission-focused testing activities work together to identify vulnerabilities, assess cyber resilience, and support risk-informed decision making.
