MPM Adds Air Force Requirements Action Plan and New Requirements Templates

The SAF/AQXP Strategic Change Management (SCM) team has added the Air Force Requirements Action Plan as a new reference document in the Modernization Process Model (MPM). The team also added six requirements templates to support the development and documentation of operational needs and modernization requirements. These templates include the Mission Needs Statement (MNS), Immediate/Imminent Combat Operational Need (ICON), Emerging Operational Need (EON), Modernization Request, Requirement Writing Team, and System Attributes Requirement Document (SARD). MPM Adds Joint Requirements and Continuous Process Improvement Guidance

The SAF/AQXP Strategic Change Management (SCM) team has added three documents to the Modernization Process Model (MPM): the Manual for the Joint Requirements Oversight Council and the Joint Force Requirements Process, the Charter of the Joint Requirements Oversight Council and the Joint Force Requirements Process, and DAFI 38-401, Continuous Process Improvement (CPI). These additions expand the MPM’s supporting guidance for joint requirements activities and continuous process improvement across the Department of the Air Force. Modernization Process Model Updated to Version 2026.08.05

The SAF/AQXP Strategic Change Management team updated the Modernization Process Model (MPM) to Version 2026.08.05. This release contains only administrative changes that improve document quality and organization. There are no changes to the process, methodology, guidance, roles, or required activities contained within the model. Version 2026.08.05 ensures the Modernization Process Model remains current and well maintained while preserving the existing guidance.

This update ensures the MPM remains current with Department of the Air Force budget guidance and continues to provide an accurate representation of the processes, governance, and resource management activities that support modernization efforts.
